Dangerous Goods Safety Adviser

The Carriage of Dangerous Goods by Road Regulations, 2011 (S.I. No. 349 of 2011), provides for the appointment and vocational qualifications of safety advisers (DGSA’s) for the transport of dangerous goods by road both in the State and Internationally in Europe in accordance with ADR. The European Communities (Transport of Dangerous Goods by Rail), Regulations 2010, S.I. No, 651 of 2010, provides for the appointment and vocational qualifications of safety advisers (DGSA’s) for the transport of dangerous goods by rail, both in the State and Internationally in Europe, in accordance with RID.

The Regulations, respectively, prohibit the transport of dangerous goods by road and rail both within the State and Internationally in Europe by an undertaking unless it has appointed a safety adviser (DGSA); subject to exemptions contained in these regulations. In this context, undertaking is defined in both sets of regulations and includes consignor, carrier as well as packer, filler loader, unloader and operator of tank container/portable tank.

Work Zone Training acknowledges that the safety adviser is required to fulfill specified functions included advising the undertaking who appointed him/her as to health, safety and environmental matters in connection with the transport of dangerous goods and the preparation of the necessary reports. A safety adviser cannot be appointed unless he/she holds a vocational training certificate appropriate to the mode of transport used by the undertaking and to all dangerous goods or one or more of the groups of dangerous goods specified and transported by the undertaking.

In order to facilitate the new DGSA regulations S.I. 349 of 2011- European Communities (Carriage of Dangerous Goods by Road) (ADR Miscellaneous Provisions) Regulations Work Zone Training Institute will be carrying out DGSA certification courses throughout Ireland. These courses will prepare participants for the examinations of the Chartered Institute of Logistics & Transport Ireland.

These examinations are in line with the recently enacted European Union regulations S.I. 349 of 2011- European Communities (Carriage of Dangerous Goods by Road) (ADR Miscellaneous Provisions) Regulations. Each company involved in the transport of dangerous goods by road or rail is required to have a certified safety adviser.

ADR 2013

  • New provisions concerning the carriage of dangerous goods packed in excepted quantities.
  • New criteria for the classifications of environmentally hazardous substances (aquatic environment).
  • Updated requirements for the construction and testing of pressure receptacles, small receptacles containing gas (gas fridges) and fuel cell cartridges containing liquefied flammable gas.
